The Former President's Woke Alarm Overlooks The Continent's True Threat: Economic Stagnation.

The recent US national security strategy offers a misguided view of Europe. The document asserts that open-border policies and so-called "progressive" agendas represent an existential threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the reality. The true danger confronting Europe is not cultural but economic and technological lag.

The Stark Growth Gap Separating the US and Europe

Statistics paint a sobering picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% growth for the European Union. Over this time, European income per person fell from over three-quarters to just half of the US level. Strikingly, even Mississippi now has a higher per capita income than several leading EU nations like Italy and France.

Currently, about 50% of the global 50 largest tech companies are American, while only four are European.

The Technological Shortfall: The Core Question

This widening economic gap is driven by stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of global tech dominance is decidedly American. Over the past fifty years, 241 US firms have scaled into companies valued at more than $10bn, versus only fourteen in Europe.

This gap raises a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts agree it is largely a two-horse race between the US and China, with European nations starting at a significant handicap.

Root Causes of Europe's Innovation Gap

Several key reasons account for this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. The EU has yet to establish a true capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A US startup can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among twenty-seven different national systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Grounds for Hopefulness

In spite of these hurdles, there are reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Key analyses on European competitiveness and the internal market highlight the need for sweeping reforms.

With the right incentives and rule changes, these assets might enable much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: skilled human capital, excellent schools and universities, and premier research institutions. Coupled with a large internal market and substantial household savings, these foundations could unleash a new wave of venture creation.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still significantly increase economic output by implementing and tailoring innovations from other regions.

A Critical Juncture

The European Union now faces a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's slide in innovation has been gradual. But, without decisive action to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in world influence.
