The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: hopeful statements are released from multiple capitals. Immense energy is allocated on containing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by current data. From witness perspectives, defense planes that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through allied countries. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Persistent Threats

Soon after, a large-caliber weapon opened up on a aerial vehicle close by, part of a mobile-fire group – most likely imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that regional partners are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, persist.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does minimal to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until conditions improve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
